I must say that the streets and even allot of side streets look the best I've seen in a long time. As for sidewalks I don't have any on my side of the street but I did clear mine and my neighbors driveways.

I believe this warrants an investigation by the Kansas Attorney General. From everything I have read this far there are several Kansas statutes that may have been violated. And if it is true that this work was started prior to the contract being approved tells me that the legal bid process was not properly completed and all contracts should be null and void.
With this being said there should not be any further payments of any kind released until this can be fully investigated.
