Yes, this is the law as we should all be educated on it.

It is unlawful to drive through private property entrances and exits to avoid a traffic control device or take a shortcut from one street to another,” said Officer Larry Clay.

Did you know there is a stop sign on the other side of the Walmart location? (No devices avoided) You still have to wait for on going traffic.
Shortcut it is not! The distance from Industrial Road to 24th street is equivalent to the distance of driving through Wal Mart's back parking lot entrance. 0.2 miles in distance.

It is the duty of the officer to enforce this law.
Make sure that you are designating officers to all locations. This means the entrance to Wal-Mart into McDonalds and leading out.
This too is illegally driving through a parking lot and has been used continuously.

We have had complaints of vehicles driving through the Wal-Mart parking lot when school lets out, which is what brought this to our attention,” Clay said.

Really? Is there someone patroling the area to witness where these vehicles are actually heading? You mean some employee or manager has time to be on the lookout during peak business hours and witness a car cut through their parking lot without patronizing their business?
Or perhaps the complaints are at 7:45 in the morning. The only business open is Wal Mart. And the tire shop is still closed! This is where this route is most travelled. Now who's doing all the complaining? Must be the ghost patroling in the wee mornings angered by the vehicles inconsiderably driving through all that parking space.
Next time I will remember to buy a soda from the machine outside and then pass through the back entrace.

On It’s illegal to cut through parking lots
