OBSERVATION: There appears to be an endless stream of complaints towards the decisions enacted and implemented by Emporia's city government. Unless I am misreading, the constant theme of these complaints seems to target equal representation of the governing body, rather many citizens feel a lack thereof.
SUGGESTION: Would it be plausible to suggest the consideration of a city commission that is divided amongst city districts rather than an at-large system? Emporia may not be Metropolis, but isn't so small for this idea not to work.
POSSIBLE OUTCOMES: District representation would encourage more people to become involved in city leadership, more voices being heard and ultimately a more content population.

A nicely written commentary, Ashley. Anxiously, I await to see the new "Great Place" feature. Your inbox should fill up with positive emails, very quickly. Bravo!

For those who have questions about the viability of universal health care, look no further than Healthy San Francisco; the country's first and only universal health care program. A model for the rest of the country.
The program has scored extremely good approval ratings! http://www.sfgate.com/cgi-bin/article.cg...

GOP sponsored single-payer guaranteed Health Care in Iraq, but not in US
CURRENT News
"You'd better sit down, folks. Article 31 of the Iraqi Constitution, drafted by the Bush administration in 2005 and ratified by the Iraqi people, includes state-guaranteed (single payer) healthcare for life for every Iraqi citizen."

"There is, of course, nothing socialist in any of Mr. Obama’s policies, as anyone with a passing knowledge of socialism and its evil history knows. But in this country, unlike actual socialist countries, nobody can be compelled to listen to the president. What is most disturbing about all this is what it says about the parents — and the fact that they have such little regard for their children’s intelligence and ability to think."

"Obama is planning to tell schoolchildren that they should stay in school, work hard and set goals for themselves. The last time we checked, these were messages that the entire country could agree on. They certainly don't sound like the kinds of messages that will "indoctrinate" children with a "socialist" ideology."

At-Large, District and Mixed System Elections
National League of Cities, 2001

Additionally, the League (of which the City of Emporia appears to be a current member) offers a wealth of information and resources that might be of interest to civic-minded individuals in the community.
In retrospect, I neglected to point out another benefit of district representation; neighborhood accountability.
