No heat in new Middle School addition was an adjustment

Since the eighth-grade students and teachers have moved into the new wing of Emporia Middle school after the winter break, they have experienced some cold days.
Parents have reported that on a few occasions, students have returned home complaining that it was cold in the new wing, and they did not think the heater was working.
Superintendent Theresa Davidson commented on the complaints via email.
“We are happy to report that all of the equipment is functioning properly,” she said. “However, like any new facility being occupied for the first time, it is necessary to adjust settings to accommodate the number of people in the rooms, room size, etc. and resolve any last minute (and unforeseen) issues. There will likely be some variation in temperature while this is happening. Hopefully, the process will be completed very soon.”

The new wing still doesn't have proper heating/ cooling. The AC didn't work when it was needed either. I heard from some kids that posters were falling off the walls from the heat and humidity. This was during state testing too.
It just seems like the whole thing wasn't thought out that well.
