Bob Medina, with the Bureau of Waste Management, said illegal dumping at Gibson’s Recycling hasn’t stopped.
During the Lyon County Commission action session, Medina said the site has a long history of being an area for illegal dumping of trash, furniture and a host of other items. A fence was placed around the area to help curb the problem.
“I really thought what we did the first time that it would eliminate it but it hasn’t,” Medina said.
Medina said the Bureau of Waste Management will enter into another contract with the county and clean up the trash as well as putting a camera in to record tag numbers.
“This is one of the few sites I’ve had that it just hasn’t stopped,” Medina said.
In other matters commissioners:
Commissioners passed resolution 10-11, rezoning an area in Lyon County from agricultural district to general commercial district and amending the Metropolitan Area Planning Map to conform with the zoning.
Commissioners accepted bids for the site improvements at the Bowyer Community Building on the Lyon County Fairgrounds.
They accepted a bid from APAC Shears in the amount of $358,664.74 for excavation and concrete packages. For the site lighting and electrical package commissioners accepted a bid from Davin Electric Inc. for $29,840. For the landscaping package, commissioners accepted a bid from Schellers Inc. in the amount of Schellers Lawn and Landscape for $59,500.
Commissioners passed the consent agenda which includes:
Warrants payable in the amount of $70,637.46;
Payroll payable in the amount of $244,326.41;
Payroll withholdings payable in the amount of $165,193.46;
Minutes of the June 2 meeting;
Approved the low bid of Welborn Sales Inc. for steel plate guard fence, standard end sections and guardrail bolts and nuts for $17,938;
Approved the Lyon County 2011 timber culvert inspection report.

Not surprised at all about this. Once refuse/junk is loaded,people don't like to handle it 2 or 3 times.Load up,take it to the transfer station.If they're closed or won't take it- It's going to get dumped.Gibson's or in a ditch-it's going to get dumped.

A cheap video hard drive system equipped with 4 infared capable cameras and live streamed to the p.d. or sheriff should cost less than a few grand. About ten violators would pay for the system, if they were charged the max fine or vehicles were impounded for dumping.

Are you expecting the owner of the recycling to pay for that, Steve? I hope not. I know they have been beset with problems for a long time now and have even hired people to clean up, but that all gets very expensive after awhile. Signs mean nothing. People are crummy freeloaders, no better than the junk they're dumping. Yes, I agree. Heavy fines. Real heavy. $500.

No it is not the owner of Gibson's responsibility.
However, using past patterns of illegal dumping, (times, days, etc), why couldn't the county station a deputy in an unmarked car there for a few days and nail the SOB's and fine them the max in district court? Please don't use the manpower excuse, This is an area of re-occurring CRIME. It needs extra patrol, even if it is not glamorous. All it would take is 1 or 2 people paying the max fine and maybe the word would get out and the stuff would stop, (at least there). Then move on to the next dump site. It seems so simple to me, why hasn't the sheriff thought of it?

I wasn't using the manpower excuse with regard to the county. Instead, I mean Gibson's themselves. They have had to hire manpower many times to clean that place up, and to pay for city dumping. That gets expensive and still they get dumped on.
Yes, I definitely agree with unmarked car and heavy fines. $500 or $1,000 just might send the message. Of course, then all the stuff will show up in county ditches.
The junk seems to show up most on Mondays so perhaps an unmarked car on Saturday and Sunday nights would be a very good idea. OR, put in a tire damage strip of some sort. Warning: driving past this point will cause serious damage to tires. Oh well, somebody will tell me such a thing is illegal.
I do like the camera idea.
