During a public budget workshop on Monday night members of the Emporia board of education heard details about the school district’s 2011-12 budget.
Rob Scheib, assistant superintendent of business, highlighted some changes, including:
District valuation dropped from $172,768,156 to an estimated $165,985,688;
The supplemental general aid reduced from 92 percent to 83 percent;
Mandatory reduction of contingency reserve to 6 percent of general fund, $392,956 by June 30, 2012;
Activity fund revenue and expenditures as part of budget document;
Bond and interest aid increased by 1 percent to 24 percent for bonds passed prior to 1992 and 44 percent for after 1992;
Special education aid increased from $24,250 to $28,900 per teacher to meet federal requirements for maintenance of effort;
Federal food service reimbursement increased from $2.875 per free meal to $2.9475.
Scheib also gave a recap of the fiscal decisions that have been made. They include:
Closing Lowther North and South, saving $160,000;
Other savings from closure, saving $515,000;
Assume ESSDACK management of Turning Point Learning Center and Flint Hills Learning Center, saving $250,000;
Additional savings from 2009 early retirement incentive, saving $127,327.
Scheib said the district will not raise taxes. The school district’s mill levy will remain at 53.225 mills, the same as last year.
Scheib said the mill levy this year will bring in $8,445,376. Last year the same mill levy brought in $8,509,290.
The mill levy includes 20 mills for the general fund, 23.572 mills for the supplemental general fund, .5 mills for adult education and 9.153 mills for bond and interest.
One person from the public attended the meeting.
There will be a board of education budget hearing at 7 p.m. Aug. 10 at the Mary Herbert Education Center. Also on Aug. 10 the school board will consider approving the 2011-12 budget.

We have lost about 17 million in valuation. And this is a very conservative estimate. The real figure is more like 20 million and this should be taken in consideration. The trend will be to impose higher fees on water and everything imaginable. I think this is a grave injustice to lower income families and folks on fixed income.
