The city will be providing concession services at W. L. White Auditorium at least for this season after city commissioners voted to reject the one bid that was received for the services.
Arrangements are being made for staff to provide the services with the help of part-time employees, facilities manager Ed Rathke said at the city commission’s meeting Wednesday night.
Twelve bid packages were sent out for services, but only one bid was received, from Clover Hills Strategic Solutions LLC. Purchasing officer Tim Frevert said he and Rathke made numerous requests for financial information to determine whether the company could meet the bid specifications. No financial information was received from the company.
In addition, Rathke expressed his concern that the company owners could not be reached by phone.
“If I need something and I can’t reach them, that ain’t good,” Rathke said.
Commissioners also approved a policy creating a cost-sharing program to help homeowners who have problems with sewer backups to install preventative check valves.
The program will allow homeowners to install the valves with the city splitting the cost to a maximum of $1,250. The program will focus on problem areas involving homes with numerous documented backups first, with the possibility of being expanded in the future.
A bid was awarded to Emporia Construction and Remodeling in the amount of $470,000 for repairs to Fire Station 2. The company was the lowest bidder of the three bids received by the city.
Emporia Construction and Remodeling’s bid includes a completion date of December 10 of this year, and the contractor has indicated he is willing to start on the work right away. For a missed deadline, there will be a $500 per day penalty.
To house the firefighters from the station during construction, the city has purchased a travel trailer for $16,000. The trailer will be resold after the work is completed.
In other business, commissioners approved:
• The reappointment of Ted Hollembeak as Municipal Court Judge. Hollembeak’s new term will run from Nov. 18 of this year to Nov. 18, 2013.
• A proclamation honoring Emporia State University’s William Allen White Library for 100 years as a Federal Depository for U.S. Publications.
• A proclamation naming Oct. 4-10 as Fire Prevention Week in Emporia.
