Lyon County commissioners received an overall positive financial report during their study session today.
Bobbie Agler of A&M Consultants discussed August’s financial report with commissioners, cautioning commissioners not to forget that when they adopted the 2010 budget there were some expectations placed on the 2009 operations. County departments can’t spend all the money budgeted in 2009 so that there is cash carry-over to help fund 2010’s budget.
The county has $11,400,000 in unencumbured case among all the funds, Agler said and all the funds are still at a positive or zero (those that are intended to stay at zero) balance.
Agler expressed concern over the county’s road and bridge budget. Based on the rate of expenditures through the year, the budget could be $400,000 over it expenditures continue at the same rate. However, County Controller Dan Slater said most of the expenditures out of the department are done.
“Usually by this time of year we are completely done hauling rock,” Slater said. “The sealing projects are done for the year. The major projects that take a lot of capital are finished for the year. ... All the commodities have been purchased. The big expenditures are done for the year.”
Agler said for next month’s financial reporter, he and the commission would focus on what revenues were expected to be for the year and where the revenues are actually at for the year.
In other business, commissioners discussed Lyon County’s Emergency Operations Plan, which is required by statute for the county to be eligible for federal and state grants and recovery dollars in case of a disaster. Lyon County Emergency Manager Rick Frevert and Lyon County Sheriff Gary Eichorn spoke about the plan. Frevert said the plan is a road map for what emergency management in Lyon county is going to do in the event of a disaster.

• An application for agriculture special use single family dwelling by Scott A. and Julie A. Smiley for property at 1985 Road P5.
• An application for agriculture special use single family dwelling by Tracy Tucker for property at 2112 Road 150, Neosho Rapids.
