Parole denied for Milford murderer

Frank Pencek was sentenced in 1975 to two life terms plus five to 20 years for kidnapping, raping and murdering Elizabeth Bush. At the time, she lived with her parents in Junction City. She was working at Milford Lake when Pencek kidnapped her.

Elizabeth Bush’s family — her parents, Don and Norma, and sister, Carol Coffman — now live in rural Emporia.

Each time Pencek comes up for parole, the Bushes mount a campaign to block his release. They write letters to friends and family members asking them to write to the Kansas Parole Board. They also write letters to Kansas newspaper editors asking for help from readers.

And when they get the news from the parole board, they spread the word to supporters the same way.

“We thought we would be sending this letter several months ago so we could wish you a Happy Holiday season,” the family wrote Friday, “but only heard from the parole board yesterday.”

So far, the campaigns have helped.

When it released its decision on Thursday, the parole board said Pencek would serve five more years. He won’t appear before the board again until February 2014. By then, he’ll be 66 years old.

He’s currently serving his sentence in the low to medium custody at Lansing Correctional Facility.

Thanks to the Kansas Parole Board for keeping this dangerous man behind bars and for protecting the Bush family.
