More good things in our community has been lost by indifference than were ever lost by active hostility. There is not one city manager, head bean counter, and city commissioners who, would go under the scrunity of a polygraph test concerning the city budget. Since the decade of the 1960s, EMPORIA CITY GOVERNMENT has been using razell dazell accounting. For example does anyone actually beleive that it takes 666,000 to administer the water fund? NOW this is the real kicker< they are going to retire the adminisitrator who administrates the adminisitrators. And guess what, they are not going to replace him. The cost to administer the water fund is 666,000 and according to MR. AGULIER when he a CPA SAID, this is outrageous and no business could operate under these conditions. He told the previous city manager, who left under some stuffy circumstances, cant you get this water fund in a format that a bussinesman can understand? NOW he says, things sure look different when your on the other side of the fence. I am sure this is the case, and the big pickle that a commissioner has to decide is, do I PUT more tax on properity or do I accommodate razzel dazzel accounting and inflict a regressive tax against the poorest people in the community.

A county named WESTCHESTER in New York revitialization program is sending a message to local governments that are getting federal aid such as the local program to have the city buy foreclosed homes. The message is that they will step up enforcement on communities that receive federal funds for housing. The enforcement is the fair housing laws. The Westchesrer case was the first case in which a non profit organization brought a law suit against a city for allegedly false claims over how it met federal requirments. According to the article, cities will feel more obliged to honor the commitments made when federal funds are involved. The lawsuit against the city was 180 million. The spokesman went on to say that America is an extreamly segregated socity, especially residential. The suit was brought under the federal false claims act. He went on to say that past efforts to enforce excisting fair housing laws simply were not part of the radar. He said, THESE LAWS have been dormant for decades.
