Pedestrian injured; Police look for hit-and-run driver

Originally published 02:13 p.m., May 29, 2008

Police are looking for the driver of a vehicle that struck a pedestrian early Monday morning, then left the scene of the incident.

Deputy Chief Mike Williams said that the incident happened around 4 a.m. Monday in the parking lot of the Department of Social and Rehabilitation Services, 1701 Wheeler St.

The name of the victim, a male, is not available, Williams said. He also did not release a description of the vehicle or driver.

The man apparently first went for help at a nearby building, according to an outside source who asked not to be identified. The man was obviously injured and bleeding. Occupants of the building called for an ambulance. He initially was taken to Newman Regional Health by Emporia-Lyon County Ambulance personnel.

“He was moved from this location to another location,” Williams said.

Information about the victim’s condition is not being made available to local police.

“Can you believe they won’t tell me?” Williams asked rhetorically.

Police are investigating the incident. Anyone with information is asked to call the Emporia Police Department, 343-4220, or Emporia Crime Stoppers, 342-CARE.

This happened monday at 4am and were just now being asked to help? Why the delay? Someone could have painted their car by this time or be who knows where.

Does the HIPAA laws also include the police during an investigation? I only ask because I don't know.

At least the hospital is following rules now. To bad they didnt take it more seriously when records were copied and taken from their premises.

What is one doing at SRS parking lot at 4am? Maybe they have no clue they hit someone???

Medical records can only be released 1)with the patients/ guardians consent, 2) IF court ordered and 3) to insurance companies for process of claims - that is the basics of HIPPAA

This incident spooks me out. I live just a block from there and it concerns me that men are walking around my neighborhood at 4:00 in the morning. It also concerns me that people are driving around in the SRS parking lot at that time of night. Strange. I do hope the man recovers fully from his injuries but would still like to know why he was there.

I'm with the rest of you. The SRS parking lot at 4 in the morning doesn't sound so innocent to me. Sorry the man was hurt, but sure is strange. What was going on? I don't blame you for being spooked, Bj. I hope the police get to ask this man what he was doing there at that time of morning.

I don't KNOW, but I would hazard a guess that the man may be an SRS employee who was called out in connection with his job. My daughter is a family case worker who often receives call outs at odd hours for a "child in need of care" emergency. So don't jump to the conclusion that the pedestrian was a bad guy.

Oh--yes, his identity, condition, and location can't be released, even to the police (since he's not the perpetrator of the crime), due to HIPPA regulations. Seems crazy to me, but what do I know?!

I'm not saying he was doing anything wrong, but someone went into the parking lot to run him down and not by accident. But I'm complaining about the time between it happening and time it took for the story to come out and asking for help. Anyone with any mechanical knowledge could have repaired the vehicle or they could have gone to either coast of the nation before asking for any help. Someone hits a jogger who turned out to be an outstanding member of our society and they story is brought fourth in record time to find the vehicle. I guess I am just puzzled about the almost 4 day span for the severity of the injury, this looks to me like attempted murder but I dont know the whole story which also bugs me.

I agree with RD, at 4 in the morning and saying that he was an employee with SRS it sounds like someone was trying to hit him. And to me it also sounds like there is more to whats going on then what the EPD is letting on. I think that they are thinking the same thing too.
I hope the man gets better and I hope the driver is caught, but I don't think they will be due to it's been 4 days and they are now asking for help. Where was this Monday after noon when that paper went out?

i used to go to work in that area about 5 am and it wasnt unusual to see joggers, dog walkers, and walkers out that time of day it was usually the same people out so i always thought they picked that time of day since it was cooler out and there was less traffic. it s scarry to think that someone would intentionally hit a walker, if that is the case here, hopefully someone will be caught.

According to what I was told from law inforcements he got ran over because they thought he was a samolian. He's missing a fingure and has holes in his arm. I think someone needs to step up and say something because I know this guy personally
