County budget will be republished

Lyon County commissioners approved an amendment of the 2008 budget during today's Lyon County Commission action session.

Funds that will be republished are road and bridge, community corrections adult, CERT grant, court trustee, JV community initiative, special road and bridge machinery, register of deeds tech, motor vehicle, noxious weeds equipment, special road and bridge, courthouse bonds, sales tax revenue, jail improvement, surplus sales tax and tort liability.

Dan Slater, Lyon County controller, said the budget needed amended because more money was spent and in most cases, more money was received than anticipated.

“Almost all of it is good things,” Slater told commissioners.

In other business, commissioners discussed the Kansas Department of Transportation contract with Lyon County to treat weeds on the side of state highways. Russell Torrens, of the noxious weed department, suggested the county raise rates. Lyon County is on the low end of the average among other counties that provide the service. Commissioners said they didn’t have a problem with raising the rates. The rates for truck and ATV will go up about $4 an hour.

Torrens also talked to commissioners about a Kansas Department of Health and Environment grant application for a hazardous waste facility in Chase County. Chase County is included in Lyon County’s hazardous waste permit. Right now, the landowners and property owners bring their hazardous waste into Lyon County. With a satellite facility, they wouldn’t have to travel to Lyon County. Lyon County would go and pick up the waste when their facility is full, Torrens said. Chase County would pay Lyon County for picking up the waste.

Commissioners also discussed snow removal on county-owned parking lots. Torrens inquired about when the parking lots should be treated and snow removed. Lyon County Commissioner Bob Davis said two or three inches of snow will melt off if its not piled up and more than three inches should be cleared. Davis said on sand and salt judgment should be used.

“Use your own judgment with the temperature,” Davis said. “That determines whether it will work or not.”

Torrens said he has been getting complaints regarding the snow and ice in parking lots. Torrens said he put out 1,200 pounds of salt this morning.

Discussion also centered on where to pile snow when its cleared.

In other business:

• Commissioners authorized Lyon County Engineer Chip Woods to sending out a request for bids for wood sign posts.

• The swearing in of new elected officials will be at noon on Jan. 12 at the Lyon County Courthouse.

• Commissioners authorized up to $13,000 in expenditures for tactical vests for the SRT from the forfeiture and seizure fund.
