Lyon County Commission action session

10 a.m.
Commissioners have entered into executive sessions for the remainder of the morning.
9:45 a.m.
During public comment time, commissioners heard a request from Jesse Solis, who will be picking up the last of four Braille flags to be located around Emporia including the Lyon County Courthouse. Solis asked permission to hold a ceremony at the courthouse to dedicate the flags in October.
9:15 a.m.
County commissioners voted 3-0 to authorize Chairman Scott Briggs to sign a contract between the Kansas Department of Health and Environment and Lyon County regarding regional preparedness and response and local preparedness and response.
Lougene Marsh, executive director of the Flint Hills Community Health Center said the grants are continuation grants and are slightly up from last year. The local grant is up about two percent and the regional grant is up about four percent.
9:10 a.m.
Commissioners discussed the roof at the Lyon County Courthouse and the Lyon County Annex at 402 Commercial. The roof is still under warranty and George Groh and Sons is the authorized contractor to repair the roof under the warranty. Some of the roofing leaks have been long-term issues. Others have been short term. A representative of George Groh and Sons suggested the county contact a person out of Nebraska who uses a nuclear scan machine to trace the source of a leak.
“We literally flooded an area of 40 by 40 and let water stand and didn’t get it to leak,” Mark McKenna, of Lyon County Facilities Management, said.
Commissioners voted 3-0 to allow McKenna to proceed with addressing the roofing problems.
8:50 a.m.
• Commissioners voted 3-0 to renew a two-year contract for county cell phones with U.S. Cellular.
• Commissioners voted 3-0 to move forward with self-defense training for all county employees. The training will be conducted by Ray Mattas at a cost of $250.
• Commissioners voted 3-0 to appoint Monte Miller to the Emporia-Lyon County Area Planning Commission.
8:45 a.m.
Commissioners discussed the disposal of county property at auction in September by a local auction. County Controller Dan Slater said the items, which includes some office equipment, are not going to be high dollar items and will be a break-even situation for the auctioneer. Commissioners voted 3-0 to move forward with the auction in September.
8:30 a.m.
Lyon County commissioners passed the consent agenda which includes:
• Approval for the chairman to sign the FY2009 Kansas Department of Corrections revised budget in the amount of $384,934 and the carryover reimbursement budget in the amount of $35,970.40 as submitted by Community Corrections.
• Approval of the purchase of 10 Acrar D-Fib CPR/AED mannequins from Lyon County Chapter Red Cross for $770 and two lung/mouthpiece shields at $25 each for a total of $820. The mannequins will be used for Lyon County employee training.
• Approval to send out bid requests for proposals for 23 gauge galvanized steel bridge plank according to the Lyon County Engineer’s specifications on record.
