Starving universities

Gov. Sebelius has told Kansas university leaders to “calm down” about the threat of budget cuts (Kansas City Star, 7/26). But she fails to recognize two critical issues.
First, her staff asked the universities to prepare plans for budget cuts. Second, the Regents universities have suffered from a lack of state funding for the last decade. ESU President Michael Lane offered the following statistics in the latest issue of the ESU alumni magazine. In 1999, the state spent $8,303 per ESU student (in 2007 dollars). In 2007, the state spent $6,385. These statistics are hardly unique to ESU.
Will Gov. Sebelius, the Legislature and the voters take a stand for quality higher education in Kansas or will they stand pat and watch its demise?

It looks like tuition oughta be about $2,000 dollars higher.

What do the taxpayers and students get for the $6385 vs $8303? I have read that maintenance was left out for years at all the state U's, and that we are now in a catch up mode, so what else went to the wayside in the past 9 years?
