Metro Planners Get First Look at Proposed Comprehensive Plan

The Emporia-Lyon County Metropolitan Area Planning Commission got its first look Tuesday night at the proposed city of Emporia Comprehensive Plan, nearly two years in the making.
Keith Beatty, city engineer, said the arrival of a new city manager, city commission and Emporia State University president had led to changes in the plan, some semantic, since work on it began in January of 2006.
The goal is to have the plan approved by January and begin to execute it in February.
“Zoning and subdivision changes will be needed,” Beatty said, after the plan is adopted.
A meeting of the city and county planning commissions, along with the area planning commission members, will be held in early November to discuss the plan.
In other matters, the area planning commission unanimously took the following action:
F Recommended a conditional use permit for a residential district for Mission La Esperanza to build a multipurpose building at the church at 201 S. Commercial St., to be taken up by the county on Oct. 17.
F Approved the final planned unit development for Ashley II senior housing, requested by Maurice Schmidt, now with a 50-year flood requirement, which returns to the city commission on Oct. 17 for final approval.
F Recommended the city change a tract of land to heavy industrial from light industrial zoning for a rail spur for the REG biodiesel plant, to be discussed by the city on Oct. 17.
F Recommended approval of a request by Emporian Kevin Paige for a five-year conditional use permit to place a mobile home on agricultural land along 1800 Road E in order for Paige to build a home near there; issue goes to county commissioners on Oct. 10.
