Biodiesel plant has paperwork it needs now

Q Has the City of Emporia filed a water runoff permit with the State of Kansas for the biodiesel plant?

A “The biodiesel plant has what they call, what the state calls, a general grading permit,” said City Engineer Keith Beatty. “They also call it a notice of intent. ... And yes, they have that permit.”

Other water-related situations also will get attention later.

“I think what (the reader) is getting at is they have not done anything with stormwater detention yet, and that is done through our building permit process, which will come through Engineering,” Beatty said.

“The big concern is there’s a large outflow pipe that comes from the property. However, what most people don’t see, even though there’s a pipe there that can handle a lot of water, on their property there’s a rock dam that sits on there, so that will decrease the flow of water.”

Beatty walked to the other side of the pipe and saw the dam, which is near Road M5 and South Avenue. A siltation basin sits in front of the dam.

“Basically, it’ll keep all of the silt on their property,” he said. “... If the question is about detention, yes, they have detention. It’s not normal detention.”
