A federal grand jury indicted both men on Wednesday in Topeka.
If convicted, they face a penalty of not less than five years and not more than 40 years in federal prison and fines up to $2 million on each count.
The Drug Enforcement Administration investigated the cases, which will be prosecuted by Special Assistant U.S. Attorney Jason Coody.
