More discussion on the 2008 budget will take place during Wednesday’s Lyon County Commission study session — this one centering on informing the public of the county’s intention to spend more tax dollars in 2008.
Marshall Miller, Lyon County Commission chairman, said commissioners will discuss a resolution at 10:30 a.m. Wednesday, which is to inform the public that more dollars will be spent in 2008 than in 2007.
“If we’re going to raise more taxes in 2008 than we did in 2007, we have to notify the public,” Miller said. “It’s required statutorily to do that if that’s going to happen.”
Miller said the resolution will be published after it is voted on, which likely will take place during Thursday’s action session.
Lyon County commissioners also will vote this week on a text change to zoning regulations, which the Lyon County Planning and Appeals Board has recommended. Commissioners will study the item at 9:45 a.m. Wednesday.
The text change regarding cell phone towers was approved by the board at the July 11 meeting. Lyon County commissioners have the final say on the issue in response to the July 11th vote. The text change states that before board approval of a request for a cell phone tower, the state’s historical preservation office must have written a letter agreeing to the request.
Also on Wednesday’s agenda:
• 8:30 a.m. — Tom Thomas of Agler & Gaeddert will present the 2006 audit review.
• 9 a.m.— Commissioners will consider approving contractual documents with APAC for the improvements on Road U and Road 200.
• 9 a.m. — Commissioners will consider approving BG Consultants Inc. to prepare plans and specifications for repairs to the FAS Bridge 230 over Dow Creek on Allen Road (Road L) at the intersection of Road 290.
• 9 a.m. — Commissioners will consider approving the contract with KDHE on cleaning up an illegal dump in Lyon County.
• 9:45 a.m. — Steve Samuelson, Lyon County zoning director and flood plain manager, will discuss Lyon County zoning issues.
• 10:15 a.m. — Commissioners will consider the purchase of rifle sights for tactical team members from the Lyon County Sheriff’s Office.

Tom Thomas works for Agler & Gaeddert.
Is this the same Agler who is the accountant for the City of Emporia?

No, it's the same Agler who is an Emporia city commissioner... and a consultant to the LYon County commission on its budget.

Oh, sorry. I meant to say City Commissioner, not City of Emporia.
Thanks for noticing!
So, Agler is a City Commissioner. And an Accountant. And a "consultant" to the Lyon County Commission re: budget.
And Longbine is a car dealer. And the city wants new police vehilces.
Do you think Agler is also Longbine's accountant? I do.
I also think Emporia might well dry up if it didn't have these two jokers to fall back on.
Wow. How is this even legal?

Now you are starting to get the picture. If this town isn't corrupt I do not know what is.
I have mentioned that there is a conflict of interest here. You notice pacifier is not here to give h e double hell to people today. Car auction in KC on Tuesdays. Now what other clues need to be sent out to the people of Emporia before they WAKW UP.

MelissaE,
Just to clarify, the Emporia police department supervisors want new vehicle's, NOT the commisioners, Agler was an accountant before he was a commisioner and still is. His accounting Firm is a consultant to the county, not him. What you people, who just rant and rave about how terrible our commisioners and city government are and how they are out to get us all, don't understand is that these people are ELECTED officials. WE voted them in. If you have a problem with the jobs that these guys have outside of their city jobs, then don't vote them into the comission its as easy as that. We need to start educating the public and doing all that we can do as our civic duty to the city we live in instead of just sitting back and complaining about things that can't be changed or things that you people are just not willing to get off your butts and do!! And whats the most messed up part of it all, is that the ones who complain the most on here are the ones who don't even live in the city (Melissa, Dave, Imgone, etc...). I think I've said enough!!! No one can change things without putting a little effort into it, and by effort I don't mean Complaining on an online forum! There's my 2 cents.

Hmmm. I voted (in Emporia) and I didn't vote for those guys so I guess I can complain all I want.
Why do people get so touchy when the car dealer & accountant are mentioned in the same sentence? Like there is something to hide.....hmmmmm
But thanks for the *** chewing.

I'm sorry call me stupid again, Mel, but don't you have to live in Emporia or atleast Lyon County to vote on matters concerning Emporia or Lyon County. I know when county commish. time comes up you can only vote for the ones running in your district. So.... either you voted dishonestly or you haven't moved as far from town as you want everyone to think you have with all your big city talk... I totally agree with disgruntled. You people are so worried about getting your quips and stabs at each other you can't stay on subject. Don't worry this will be my last post on here its just not worth trying to get past all your (Mrs. Dailey, you and some others that I can't think of right now) pecking and stabbing at people for not agreeing with you. Thats the only thing I can think of for the calling people dumb and so forth like a child would do. I can hear your applause and thanks in advance for thinking so highley of me to get so upset about what little I have said that you need to LYAOOO or tell me to wake up or what ever else it is you are so fond of saying. Trying to figure stuff out on here just isn't worth having to defend myself any more. Especially for my sign in name?! I guess I can say I am now graduating K-garden. FINALLY!!! Anyway I bid you all ado... P.S. Your guesses on my screen name on one of the other posts couldn't be more wrong. i wish had thought of it first though. Thanks again. May W. I won't call you stupid, May, but here's a bit of education:
When you are stationed in the military (or the spouse of a military member) you can stay a resident of your homestate LEGALLY and still not live in said state.
So, no, I don't live in KS, but thanks for being concerned with my legality of voting there.

It is my understanding that Bobby Agler sold his interest in Agler & Gaeddert about seven or eight years ago. While it still bears his name, he doesn't receive any funds from that business. His son also has a car dealership. If he was really being "corrupt", it is likely he'd be trying to get the city to buy cars from his son's lot.
It's easy to throw mud. I would challenge any of you to pose these questions to someone who can give you facts.... perhaps the Gazette? Or, if you are truly concerned, you can call KBI. I am certain they would be interested in illegal business dealings.

Maybe I don't understand the way things work but maybe someone can answer a question I have. Getting industry to come to Emporia is a good thing but how can you justify tax breaks to these companies while you have people moving out of the county because of the tax burden they shoulder now? I know of some families that have put their homes up for sale because of the high taxes levied in this county. They say it is cheaper to commute to work than to live here.

May, I know for a fact that the Dailey you mention is not Mrs. Maybe that is what set Dave off. Please face the facts of what is going on in this town. If you are correct then why is no one listening to you? The out of towners are just being honest in what they see from the outside. I laugh at all this because it is a corrupt town and people just do not want to admit where they come from. I have traveled a lot and have seen numerous big towns and Emporia so far is the best one to laugh about. I too vote on out of state ballot.

Some of us believe that the current policy is short sighted.
The tax breaks go back to the time when the city was trying to get manufacturing firms to re-locate here. They were successful, so successful that more and more came and they all got tax breaks.
The net effect of it all was increased taxes, lower wage jobs moving into the city, household incomes dropped, adding to the burden. It's become part of a vicious cycle.
I think now when manufacturers shop around they look toward towns like Emporia because they know they can get tax breaks and pay low wages. That's the type of reputation we've developed.
A lot of folks who comment here say that it has to do with corruption. I don't think calling every politician in earshot a crook helps much, other than to serve as an expression of frustration. I think ithe problem is much more complex than that. The factors have all lined up like the perfect storm to make Emporia some of the things no one intended it to be when the policy of tax abatements for manufactuers was instituted. I don't think the city's leaders intended that poverty rates, low wage, and high taxes become the hallmarks of Emporia. But, when they opened the door, events came rushing in.
How do we fix things? That's a difficult question. There are no easy answers. I think it lies in reducing taxes, but as you can see from these forums a lot of people don't want their particular service curtailed or reduced. If someone's ox is going to be gored, it's going to have to be someone else's in their minds. Another way would be to try to find ways to bring better jobs here, but a lot of commenters believe that's an elitist view. Another would be to make this a vibrant community, but again, a lot of commenters see things like the expansion of the arts council (funded by private dollars, no less) as useless..
At heart this could be a good community, but we're really fractured right now. We need leadership badly to begin the process of turning this around.

Netloafer you have said it very well. We need people to realize what is killing the little man in Emporia.
Fixed income and low income do not have a chance because there is just too much unnecessay spending for the most ridiculous things. The small person is the one who ends up footing the bill for the rich every single time in Emporia.
Yes, there is low income in every town but Emporia is the only place to want to drive those people out. What is not realized is the fact if it were not for the little man Emporia would not even be on the map.
From reading the gazette the taxes are already dead set on being raised. I do not blame the people for wanting to lash out and who better than the leaders?
As has been posted before, the taxes go up, the trash goes up, someone somewhere has to pay and it continues to trickle down to the poor who have the least. It is like punishing them for living here. I do not think it is fair.
sorry folks but I got a load waiting.

Netloafer: I think you're right. I remember when the Cessna tax passed. Wasn't it a 1-cent sales tax?
Half of it specifically was earmarked for industrial development. Anyone remember what the other half was for?
I remember being really ticked at the time because it was a city tax, voted on only by city residents and used to benefit only the city.
What ticked me off is that county residents would be paying the tax (because those of use who work here often shop here) but the county could get no benefits from the tax.
Does anyone realize that, under state law, if a county passes a sales tax, a percentage HAS to be distributed to incorporated cities in the county. If a city passes a tax, it gets to keep ALL of the revenue?

Well, I wasn't on earlier because I had some family things going on all day Tuesday, and as much as I like all of you, that is more important- As far as Bobby Agler- MelissaE, you are way off on him just being Longbine's accountant- I think you are all missing the fact the he is listed as CEO or CFO, or other initials of Emporia Motors- Why haven't you picked up on that? So, you can now proceed to create rumors and heresay about that- without knowing any facts. And where is Dave?

The governmental system can be intimidating. However, WE are part of the governmental process. The commissioners have open meetings. You can attend. You can be part of the process. Take your strong feelings, organize your thoughts, and speak directly to these men we have elected to represent us.
Or, you can contact these men at home. Call or e-mail them. Ask your questions. Speak about your concerns. Tell THEM how these tax hikes affect you YOU have the power to create change in our community!
Join in. Help Emporia become a community for which we can be very proud. Some of you have very good points But, what if there are only a dozen eyes reading these posts? Talk to the commissioners.

Sorry, but I believe quite a few of you do have me mixed up with some one else. I am not even from Emporia originally, but I was raised close by and have many many relatives here. daveedailey is not a Mrs. in anyway, shape and/or form. Plus has anyone thought that just maybe someone is trying to smear someone else's name by using a screen name of "daveedailey"? Wouldn't be the first time that has happened online. But to the point melissaE or someone else brought up earlier. Yes, the good citizens of Emporia elected these people but I think a lot of the reason is that there were few or no choices. Some of the choices were actually worse than these guys (if you can believe that). The only way to get elected in this town is to have money, name and/or clout with those that have the above. Someone with no ties to business or "old money" in this town can't get the name recognition and financing to run. It would take a whole new slate of people in to get some of these things changed and there just doesn't seem to be enough good people who are willing to lose whatever money they have on the chance they can defeat they guys elected. Once you are in you automatically have the name recognition for the next time. It's a case of the devil you know is better than the devil you don't. Are these guys in each other's back pockets? I don't know personally but with all that's going in it really raises questions and doubts. Maybe a recall election with everyone being voted out might not be a bad idea. The problem would be getting total unknowns without "business" connections that would be willing to run and try and turn things around.

It wouldn't be the first time someone had tried to smear someone else by using their name on the internet. I work with Dave and Dave isn't daveedailey. Dave also isn't a Mrs. Is it possible that someone is trying to say it's Dave E. Dailey and not Davee Dailey, or David E. Dailey? There are a lot of possibilities not including the fact that it could just be a made-up screen name. But I do know that the person you are talking about is not a Mrs. If there really is a daveedailey ( davee dailey, dave e dailey, etc.) someone from that person's past could be using the name to throw everyone else off the track. Let's all get back to the real subject at hand and stay away from possible slander and accusations that can't be proven.
