No quorum, no business

The Emporia Recreation Commission postponed most of its business until next month after it failed to have a quorum Monday afternoon.
Only four recreation commissioners showed for the meeting: Jim Markowitz, Elizabeth Bennett, Harry Waters and Roger Hartsook. At least five of the nine members need to be present to conduct business. Two members, Tom Myers and Julie Johnson, were unable to come due to a closed-door city commission meeting on city manager prospects.
The postponed items include a discussion of the recreation commission’s fee waiver policy, which allows children from low-income families to pay low or no fees for activities. The commission has talked about charging at least a nominal fee.
Commissioners did review a few discussion items, including the audit report by auditor Tom Singleton. No problems were noted, although Singleton did ask the recreation commission to better document some procedures and to develop a policy on fraud protection.
The recreation commission will meet briefly at noon Thursday to approve paying the bills.
