Revenue up, but carryover for next year dwindling

Lyon County commissioners received an overall positive financial report for the month of September during Wednesday’s county commission meeting.

Bob Agler of A&M Consultants said the financial report was positive.

“The year-to-date revenues are $316,000 higher than was budgeted,” Agler told commissioners.

Agler said that for the September report through December, the measurement will be against the 2007 budget, not the 2006 adopted budget. Part of the budget was funded with estimated cash carryovers.

“The next couple of months are going to get very, very important,” County Controller Dan Slater said. “We’re funding next year’s budget partially with money that we are carrying over from this year.”

Slater said there is a tendency in some jurisdictions to spend more money at the end of the year because there is money left over in budgets, but that can’t be done in Lyon County because of cash carryover needs.

Road and bridge is over budget, Agler said, primarily because of unplanned capitol expenditures.

“If it continues the way it is, it will eat into the cash carryover and you could end up with a next-to-zero balance for cash carryover,” Agler said. “We just need to really monitor it. One viewpoint is if any more requests come in, it basically needs to be a ‘no’ unless it’s an absolute necessity.”

The noxious weed department also is over budget because of commodities.

“The cash going into next year isn’t going to be what we hoped it to be,” Slater said. “And (based on this year) we didn’t budget high enough for next year.”

Overtime is still below last year, Agler said.

“There is a 23.8 percent reduction over last year,” he said.
