Payroll issue in contract

Commissioners met for a short time on Wednesday and tackled two contracts with the Emporia Public Library and the Flint Hills Community Health Center.

Commissioners discussed Lyon County’s contract with the four library boards in regard to desired changes in the bookkeeping and financial responsibilities. Sue Blechl, Emporia Public Library director, and Jack Havenhill, Emporia Public Library board treasurer participated in the discussion.

Havenhill said the Emporia Public Library wanted to request some changes between Lyon County and county libraries. As it stands right now, the contract calls for the Emporia Library to do the payroll for all libraries in the county.

“There are some problems with that,” Havenhill said. “Who is the employer of those who work at the other libraries? These people are paid on EPL checks. KPERS is paid on EPL checks.”

Havenhill said there is a risk of an employee at one of the other libraries getting disgruntled and suing the Emporia library.

“The checks are signed by EPL board members and not board members of other libraries,” he said.

Havenhill proposed that the Emporia library continue to calculate payroll but not individual checks for the other libraries.

“All of the boards of each of the four libraries have approved this proposal,” he said.

Commissioners also discussed with Lougene Marsh, health center executive director, amendments to the contract between Lyon County and the health center.

The contract deals with in-kind contributions of both the county and the health center. The county donates the building and the health center pays the utilities, remodeling and upkeep of the building.

“I think this represents the setting forth of money by both parties,” Lyon County Counselor Michael Halleran said.
