I "volunteered" to deliver phone books this past week... please, please, please put your animals on a leash or keep them in a fence for their safety and mine!

I just read about the online city discussion regarding specific breed bans. What I can tell you about this weeks delivery experience - I was attacked by a Chihuahua and some small mixed breed dog...both in front of their owners house on the sidewalk. The little Chihuahua actually tore my pants and would not listen to the owner - who incidentally was chasing him around the yard with a broom! Now, I am not a dog owner but I have a HUGE problem kicking a dog that is coming after me...which is what the owner of the other dog told me to do - just kick him. WOW! If either one of those dogs got ahold of my son - how would the owners be held accountable in this town that has such lax animal control statutes? I agree that the breeds are only as bad as their owners...so, the owners should be heavily fined for their animal misconduct and/or their cruelty/abuse/neglect of the animal! If you just let your pet run out of the door to do its "business" without putting it in a fence or on a leash - then you should be fined for being a neglectful pet owner...or a LAZY one - whatever the case might be.

Everyone should have the right to have their pet without interferrence - unless you leave your dog to roam the streets or sidewalks - making them a public liability! I should not have to kick a dog in defense of my right to walk down a sidewalk!!

YES you are right, and a dog allowed to run free can lead to injury and a law suit for the owner. I can not agree on BREED BAN yet. I need more info first.

Actually, the ordinances for keeping animals restrained are on the books (Emporia City Code, Chapter 6, Article II, Section 6-22). It's the enforcement that is lax.

May I also add that people who walk their dogs need to pick up after them too.

Unfortunately, there is no ordinance for that yet, but there needs to be. People are so careless about letting their dogs do their business on sidewalks, in people's yards. Even if they do it on the right of way, the homeowner still has to mow that.

And if you ask them to pick it up, WOW! They're not about to. Why can't they just let the dog do it's business in their yards?

Within the past few months, my sons dog (a pet he adores) was picked up by the City for biting a little girl. The dog WAS restrained, in his OWN yard, minding his OWN business. This little girl (10 years-old) came into the yard, (15 feet), to "pet the dog, 'cause he was so cute". She got bit. Now her family wants to sue, makes us pay for "reconstruction" surgery for the 1" scar and basically try to bankrupt us! The City has refused to issue a ticket to us, due to the child "clearly trespassing".

Add to above comment (due to "character restraint"): There was no one home at the time of this incident. Witnesses have come forth to say the girl entered our yard, un-invited, to pet the dog. Now they want to sue? This is ridiculous. We will spend OUR money to defend OUR dog who is THE victim here! Pet owners, BEWARE!!!!!! The City has laws, which the dog was abiding by!

You "volunteered" to deliver phone books? Actually you got paid, it was a temporary job. I didn't get hired because there were other "volunteers" in the line ahead of me.

And the phone book distributor gave you explicit instructions on how to deliver, especially in regard to dogs.

I have been bit by dogs delivering phone books, but only when I disregarded the delivery instructions and thought I would deliver to the door, inside a closed gate with a dog inside.

If you have a pet in your back yard, than post a sign on the gate. I did. Now @ my new home in town the gate reads: BEWARE OF KILLER ATTACK mini WEENIE DOGS, they eat every 3rd trespasser & #2 just left.. Good Luck ,
