Did you know that city code calls for a fine of up to $500.00 , Forty hours community service, and suspension of drivers license for 30 days for the 1st offence of MIP (Minor in pocession)? 60 days D.L. suspension for the 2nd violation, and 1 year D.L.suspension for the 3rd violation.
Perhaps if our city judge levied the maximum sentence a few times it would send a "message" to the youths involved.
I am all for lowering the drinking age back to 18, but that will take younger voters to accomplish that. Until then it's easier for them to ignore or break the law.

After spending time in a different country where I can hear the sounds of smashing beer bottles and loud drunks at 3 AM from my apartment (on the 3rd floor), and where high-schoolers congregate outside during lunch-hour with beer and Marlboros, no, I don't think "binge" (undefined, makes the question nebulous) drinking is a problem here.
When I was with a date, overseas, she said to save my money for the park port-o-let, she went in the park's woods.
But if a man did that behind a tree here, and someone spotted him, he would be arrested? Then charged with a "sexual harassment" crime? Then he would be listed on the local "sex crimes" registry? And media, of course, would translate this to "sexual predator"? All the same to them.
Not bad, to go from needing to urinate to "sexual predator."
But it's good for the economy, or at least it's good for the government. With an ever-increasing stack of jailable offenses, government needs to hire more police and personnel to guard increasing numbers of "law-breakers," more social workers are required to deal with more "anti-social deviants," more power accrues to the state. "Social workers" will intrude on a misdemeanor "offender's" (walking down the sidewalk with an open can of alcohol) life for the next decade.
Drug companies, when they're not making sneaky deals with the White House, can sell more prozac, on the recomendation of the court-appointed psychitrist.
So, the more laws, the more people needed to enforce them, the more taxes needed to support bureaucracies overseeing everything.
What a country!
I think I prefer binge drinking.

simply put you tell a someone they cant do something and ego forces you to do just that. I have lived in countries with children brought up to believe that booze is not evil, but should be taken in moderation. Oddly enough though it was 100% legal for a twelve year old to buy scotch, you rarely, if ever, saw a kid drinking. In America we advertise like crazy that it is the adult thing to do, while at the same time turning it into a social taboo. We need to not worry about the age and start eliminating the double standard.
As a youth I was VERY into the marijuana scene, until my parents said it was ok to do as long as I was outside. It took all the fun out of smoking. I was not having this big fun secret anymore, simply put: I was no longer breaking the taboo, and it was no longer fun anymore.
No i am not advacating law breaking, just giving my two cents.
